i have received a seed package from special project unit malaysia - how did they get my details

this is worying as i did not order these seeds - all my details inclouding phone number on packet - gone through customs - its outrageous - how do i report this scam please i am worried to give photo of seed envelope with my details -

I got one too, with “stationary descriptio, yet unopened. Postal service indicated this as an abonraml shipment with instructions to write “delivery refused / return to sender” and drop back off at post office
