Why can't we leave negative feedback for members do not not pay after they win the item?

I believe that members should be able to leave negative feedback for other members that do not pay for their items. Just having an unpaid item on their account doesn't mean anything to them especially when the choose to have their feedback private. Why should anyone want to keep feedback private? What are they hiding? I think a few things need to be changed to make it more transparent. What do you think?
