What were you trying to list and did you include any personal details in the listing, like your website or email address, or even other selling platforms where you might be selling?
That was obviously very quick and they must have seen something wrong with your first listing, but if you don't give us some details we cannot tell you what they thought was wrong.

You may have failed the managed payments verification process, or the back grounding gives ebay sufficient reason to believe you or others you are associated with, relatives etc, pose a relevant security risk to ebay and its members.

The completed listings seem to be fine, but the listings themselves have gone, so I have no idea if you wrote something they didn't like.
Or there might have been a problem with Managed Payments and the verification process (the documents you uploaded etc.), as twyn said.
Or... they thought you had a problem before... Multiple accounts are OK apart from trying to circumvent blocking or suspensions...

Ebay are still using paypal for new selling accounts and then transferring them to managed payments after some months. ( yes the ghost of paypal still haunts some selling id's on ebay ) My initial thought was similar to yours though in that the OP may not have had a secure payment option ( verified paypal account ). This is the most likely reason for a new account being suspended.
