It has been 15 days can not revise the listing nor create a new listing, contacted eBay they said they noticed this and trying to fix it asap.
For the last 15 days, every member customer is manipulation me by saying or doing the same things, even they no idea of the problem, they all are just wasting my time.
I'm confused Is it an international company's customer support? They are transferring me to the next support member without my permission. How can they behave with sellers like that?
I'm very disappointed with all that is going on with me and my shop, however, nothing fixed after more than 15 days
I did all that they said, "Changed the browser, clean the cookies, both are not working."
It keeps redirecting to the error page.

Do you have a store on another account? Because this account isn't a store.
Did you get an email about Managed Payments and ignored it - or junked it?

Moreover, I got an email to manage payments and I have managed my all payments four days ago but still facing the issue.

When I make changes in the listing by using the eBay AU site [{ https://paste.pics/CYLB4 }] and then click on update then it takes to me the USA page error [{ https://paste.pics/CY9CV }].

Sounds like you haven't signed up for the new system of Managed Payments. There would have been various messages/reminders from Ebay. If I remember correctly, there was also a banner in the Seller Hub. I was moved onto the new system in July last year, but had been getting reminders to sign up for more than 6 months prior.
If that is the case, you won't be able to do anything until you comply with the requirements.
Customer Service are useless - don't rely on them for help.

I'm using PayPal for getting payments from customers and each order money is going on hold for 21 days. I think this is also going on due to not managing the new eBay-managed payments system.
So pls guide me.

Ok, your funds are being held becasue you are a new seller (21 days I think).
Regarding MP if you have not been invited to join and you are blocked from listing you need to contact eBay

I looked earlier and certainly no store(just a 'regular' ) seller , now not even there at all
