Twice recently I have ordered from Ebay and when the delivery comes the drivers have called my phone and asked me to meet them out in the street. I am wheelchair bound and tell them this and ask them to bring the parcel to my front door. I pay or get it free in the price, for delivery and expect it. This was Couriers Please.
Your issue would appear to be with the couriers, not eBay.
eBay don't decide how sellers post their products, sellers do.
Take it up with them.
How would eBay know that the courier does? they have nothing to do with choosing the courier company or how a driver behaves

Couriers Please have a virtual chat - if you confuse it enough you will get a live agent - ask them about delivery to the door - rather than a meet up in the street.
If you have problems with a particular courier, it might be a good idea to ask the seller which courier they use if the listing says "free postage" and they don't specify the courier.
