Seller requests I return incorrect items & mark 'Return to Sender'

Seller requests I return incorrect items in the same AP satchel I received it in & mark it as 'Return to Sender'. Is this ok to do or is it  illegal?

You can only use Return to Sender if the item was not opened.

Your parcel must have been opened if you know it was the wrong item.
