What is the etiquette when someone bid from overseas and interstate on your item you have listed local pick up only?

I have listed items on two different occassions as local pick up only, only to have an interstate bidder win the auction.  Am I responsible for the postage and packaging when I specified local pick up only?  The same thing has occurred internationally.
