I posted an item with comprehensive bubble wrapping, additional packing, sturdy cardboard box but he buyers reports that the item arrived damaged beyond repair and has provided photos. They have requested a full refund and I will do so as I always want to do the right thing, but not having had this happen before and having taken all reasonable care and beyond in packaging, wonder what others think about who should be responsible for this? Should I in future make it a condition of sale that damage in transit when all reasonable precautions to avoid that are at the buyer's risk, or is there an ebay policy. I looked and couldn't find one.

There is absolutely no point in making that a condition of sale, becuase it is up to the seller to pack in a way sufficient to protect the item from dropping from waist height, or having up to 20kg thrown on top of it.
If you believe you packed that well, you need to ask the buyer to take the item and all of the packaging, back to thier PO and put in a claim for damages.
AP rarely deem that an item is packed well enough, so ultimately, you will have to refund the buyer, and you would in the future as well, regardless of any riders or conditions on the listing.
