Are sellers restricted from accessing payment through paypal or ebay because feedback from the buyer has not been lodged?

I have been asked by a seller to lodge feedback so that payment can be accessed. This item has not yet been received as it was an overseas purchase and I do not expect delivery for possibly another 5-7 business days.
