I purchased an item from the UK for GBP 342.07. The tax invoice shows this cost AUD 622.57, which is the amount payable. My Paypal account was debited AUD 655.14. This is an increase of AUD 32.57 and in clear contravention of Australian Consumer Law. Please refund AUD 32.57 to my account.
Paypals exchange rate, also includes there currency conversion Fee, whereas other institutions will charge you the set currency rate and then charge you an additional currency conversion Fee.
At present Paypal conversion rate AUD 655.14 = GBP 348.23
Note. you would have been shown the conversion rate applicable at time of transaction.

Well actually the international conversion, is conducted by your choice of facilitator and is subject to the rate and fees set by the institution you choose.
eBay and PP use different financial institutions for conversions.
If you select PP to pay on the eBay site then PP's rates apply which will show in checkout before payment is made and is often more than the rates shown by eBay in the initial listing or in checkout before a payment method is selected.
Similarly if you use Visa at a restaurant it will be one price and if you use Diners Club it will be another(dearer) even though the bill remains at one price.
