I feel like the answer should be no but you never know these days.
So what's happened is the buyer purchased a PC. It is his first purchase on Ebay. After the purchase, over the next day and a half he has sent me 42 messages asking all sorts of questions about the item, most of which are covered in the item description. He then opened a return stating 'changed my mind' as the reason. But he's then closed the return pretty much right away.
My question is, can he still open an item not as described return? I've got a very strong suspicion he will do this if he's able to. And being a large item, the postage both ways is a lot.
Yes, he can....I would cancel the sale "something wrong with buyer's address".....then BLOCK
Ok, so just an update. I just spoke to Ebay. They said that once a buyer closes a case., they can not reopen or open any other type of case. I asked if they could open an 'item not as described' case after closing a 'changed my mind' case and they confirmed that no case of any kind can be opened by the buyer after closing an other type of return.
The people you talked to at eBay are reading from a script and have no idea of how eBay works. As the countess noted, they CAN open a NAD case, even after closing a lesser case. The buyer is obviously going to be trouble. Cancel with 'problem with buyer's address' and block them. I personally consider TWO questions the answers to which are in a listing to be a red flag. I would never let them get to 42.
