How can I ask for more postage on international postage please?

I only post to Australia and last week I sold an item to a buyer who ebay said was in the UK. I sent an email stating I only sold to Australia and also stating that postage would be very high and was he still interested. No reply. I sent an invoice with postage set at $64 on a $15 item! He paid today but Paypal says to post to the United Arab Emirates which, with a confirmation fee of $3.85, means I will need another $6.40 from the buyer for the extra postage.
Do I just email him or can I send another invoice? If so, how? Thanks for your help.

Will it really cost 70.40 to send the 3 magazines to UAE?
If so you can send a request for funds directly from PayPal after you message the buyer to explain.
(But the postage cost for Aust Post seems excessive to begin with).
