Offering Express post option at high price to qualify for premium ebay seller status

When qualifying fo ebay premium service icon statas on listings, one of the requirements is to offer express post as a second option for delivery of goods.

Most of the sellers that offer this have a ridiculous amount listed like $999. Of course no one would pay that but it does qualify them

My question - is that ok to do?

Is that ok with ebay?

Until eBay disallow it, like they did with postage, ie sellers would list items at .99c but postage would be ridiculously high to avoid fees, they can!
