What do you do when someone wins your eBay item, but they don't want it and need to cancel as they said they got hacked?

tell them to change passwords on email, banking and all other accounts requiring passwords.

 

Tell them you will notify eBay using their message as proof of their claim of having been hacked.  Tell them eBay tracks login details and IP addresses of all logins which may help them when they report being hacked to cybercrime authorities.

 

Whether you follow through with a report to eBay, or not, is up to you.  The suggested action is intended to rattle them if it is a lie.

 

Also, tell them you will help protect them from further hacked purchases by leaving feedback along these lines "the owner of this account has contacted me to let me know their account has been hacked. Beware of dealing with this hacked account".

 

Of course, such feedback is against eBay rules, so telling them this is designed to just rattle them.  Personally, I'd mess with them a little without putting my own account at risk of sanction.
