does anyone know if when an item is auto relisted after 30 days does the no fees still count?

Unlikely. It never has before. It's always for ONE listing cycle.

You could always check the T&Cs

When it auto relists it gets a new item number, therefore it's no longer the same listing and doesn't qualify for any promotional offer that applied when it was first listed.

There is no link. If you are eligible, it will be down the bottom of your selling page under the promotions heading. Yesterday (Sunday) it was showing 2 promos. One was the usual Sunday $1 promo. If you don't have the accept offer box down the bottom, then you aren't eligible.
