Linking of accounts is only possible to get higher selling limits, and linking a credit card works better.
Otherwise accounts have to be separate, although you can link them to the same Paypal account.

What happens is that when you create a new account, you automatically have selling restrictions of 10 listings a month until you can prove through successful sales that you are reliable, etc.
You can increase this limit alot immediately by linking it to another successful seller ID that you own. I think there are prompts in the help pages "request to increase selling limits" or similar.
Ebay also link accounts through IP addresses and other means (but I think you have to use the step above to increase the selling limits). This is so ebay can limit fraudulant activity (so they say), by preventing dodgy sellers banned from ebay from simply starting again on a new account. The down-side is that members of the same household are all linked, so if one person's account is shut down, they all are. Very unnerving with the current easy-to-acheive DEFECT system in place.
