Having lodged a complaint against Pay Pal and Ebay in regards to illegally freezing funds and also referring the matter to the privacy commisioner. The Financial Services Ombudsman also wants to hear about accounts where funds have been placed under the 21 day hold. Their office is anticipating an across board deluge of complaints and they wish to be advised of individual cases as believe this is a breach of law.

Just wanted to thank you guys for the thread, it's been really informative. Experiencing something similar, my accounts over a year old and I've sold over $1000 never had a problem but recently all my funds are withheld for 3 weeks. Even after proof of delivery with signature. Going to sent a message mentioning the FOS and see what response I get.
Interestingly enough a buyer actually sent me a message saying that it was strange because ebay sent him an email recommending him to return the product and it wouldn't let him give me feedback. I actually haven't gotten feedback from probably half of my sales, I thought maybe this was the norm here.
If anyone submits a complaint to the FOS please keep us updated.

Doesn't your employer give you lunch or tea breaks? A week is a very long time to be unable to use a phone during business hours.
I do get breaks (although not guaranteed due to the nature of the job), but the mobile reception is so poor that it always drops out. Hence why you don't see me on here when I'm at work. There is slightly better reception on the helipad on the roof, but if you get caught up there, you cop a butt kicking big time!
The only way to make anything but local calls on the VOIP phones is to go through switch and you get the third degree about who you are calling if it's not work related. It really is a pain the proverbial. I might send them an email and let them know why I can't call them back until next week.
I'm hoping it's not about the Facebook page!

I am totally mystified why you would direct this post to CQ, that boardie is very well respected on the forums.
I would also like to point out to you that I have already apologised to any member here that was offended by my post, which in hindsight was worded the wrong way.
I had no intention of targeting Lyndal and I was fully aware that she had made far more contributions to the thread than "bumps".

Yes, I'll also thank everyone for the info in this thread ..
I've been selling on ebay for years.. plants, family estate items & also clothing. I used to have no trouble getting excellent FB.
About 12-14mths ago, I separated my items into different 3 separate Selling Pages with different User Names .. to allow combining of 'like' items, rather than sending plants with other items. This is allowed & was with eBay's 'blessing' ..
Keeping in mind my personal info & bank & PP info is ALL the same on eBay's records with these 3 Selling User Names .. I now find the 2 new Seller User Names are having funds with-held under the new Policy.
A recent sale for an item of clothing was for $8 + $2 postage .. paid for by the Buyer via PP, who has acknowleged receipt of the item by leaving Postive FB .. but my money is still 'on hold'! I hope eBay/PayPal needed the $10.00 more than I do .. when my 3 pages are all 'Top Rated' & my Plants are 'Power Seller' status, it makes you wonder doesn't it!
Since this new Policy for Returns was announced .. before it was actually introduced .. I also have lower (as in not left at all) FB for items. That never happened before .. are some Buyers just waiting to use the new Policy as a ruse for refunds? Sellers are getting less n less protection from fraudulent Buyers .. YES, I AGREE WHOLE-HEARTEDLY .. TAKE THE SITE BACK TO BASICS OR GIVE US A NEW ONE!
ps. I phoned eBay to ask why they restricted my 2 other pages .. regardless of the help the Operator gave me, my only page with the restrictions removed was my plant page. Go figure ..

If you get that message, just click the post button again. It mostly happens if you have cut and pasted something into the message, but sometimes it just does it for no reason.
As you have an established selling account in good standing, I would contact PayPal again and ask them to remove the hold as they can see by your PayPal account that you are a reliable seller. A reliable seller who happened to create 2 new accounts. If they refuse, send a complaint ot the FOS, mentioning that you are an established seller, blah blah blah. So long as your new accounts use the same PayPal address, the FOS should force them to lift the restriction.
Edited to add: according to eBay receiving positive feedback from the buyer makes no difference as it could be feedback extortion to increase your feedback score, to an amount where you don't have restrictions any more.
