Having lodged a complaint against Pay Pal and Ebay in regards to illegally freezing funds and also referring the matter to the privacy commisioner. The Financial Services Ombudsman also wants to hear about accounts where funds have been placed under the 21 day hold. Their office is anticipating an across board deluge of complaints and they wish to be advised of individual cases as believe this is a breach of law.

This is very small potatoes Sheepie.....some of the threads in CS are in the tens of thousands. and I have seen threads on the old trading boards in the thousands.
If the "bump" posts were removed I think this thread would almost halve.

Well, I lodged a dispute with the FOS and so far all it's got me is an email saying Paypal have 45 days to respond. So useful. And Paypal have held more of my payments.

Does anyone know if the release dates for the payments with Paypal are based on AU dates or US dates.

Joy, that's a standard reply, the 45 day thing, but most have had an answer within 3 or 4 days. Hopefully by the end of the week you should know something, or even Monday. My friend has his resolved and a permanent exemption in 3 days.

Most paypal timeframes are based on US dates as paypal is based in the USA. A lot depends an the time of day/night that payments are made or disputes opened.
This is one reason that the boardies always say to open a dispute 2-3 days before the official cut off dates.

PayPal has received notification that you recently filed a complaint with the Financial Ombudsman Service regarding your PayPal account. We refer to your correspondence with the FOS dated 27 January 2015. FOS case number: xxxxxx. I have reviewed your claim and provided a summary below.
Your complaint:
Ms. xxxxx, you disagree that some recent payments you received were placed on hold for up to 21 days. We sincerely regret any inconvenience caused in respect of this matter.
As requested, all funds in your pending PayPal balance were released to your available balance on 29 January 2015. You will see this reflected the next time that you log into your account. The current available balance on your account is $42.59 AUD.
Details of the case:
Ms. xxxxx, a review of your account with the registered email address xxxxxxxx@bigpond.com, shows that some of your recent payments received for your eBay account associated with the ID โ โgrantiquitiesโ were placed in a โpending balanceโ for up to 21 days.
eBay and PayPal are working together to ensure a safe, secure buying and selling environment. Actions taken are part of our commitment to assist customers who have not established a selling history to ensure that buyers feel safer and they are more likely to return and purchase again. This is a standard procedure which is applicable to PayPal accounts and which refers to the selling activity performed as an eBay seller.
When a payment is placed in your โpending balanceโ, funds are credited to your available balance within 21 days. You can have access to your pending funds within:
3 calendar days after the estimated delivery date - if you provide delivery tracking information and mark the item as sent in your eBay account
7 calendar days after the estimated delivery date - if you mark the item as sent in your eBay account but donโt upload tracking information
after 21 calendar days if you donโt provide delivery tracking information or mark the item as sent in your eBay account
Conclusion:
All funds in your pending balance have been made available. You can now use these funds to make future PayPal payments or withdraw the amount to your bank account. Once a good selling history is established, this type of payment hold is removed.
