Why have I been charged $177
I delivered the item prrsonally
The buyer was not happy and requested a refund, which I agreed to
I then arranged to have the item picked up
At no time was there any charge to the buyer or ebay!

There must have been a "charge to the buyer" or you would not have been able to refund them.

if indeed it was 'off ebay', OP will lose.......they will charge anyway (it's in the T&Cs).......be careful OP that it doesn't happen again....

If this is a final value fee, it's only charged when an item is SOLD.
Obviously not the wheelchair as the final value fee would be much higher.
As it was a pick up / delivery, did the buyer pay by cash for the item ?
And if yes, is that how you refunded the buyer ?
If that's what happened, you'll need to 'cancel the transaction' to receive a refund of your final value fee.

Nobody here is privy to that information. I'd suggest you contact eBay directly.... and hijacking someone's thread - especially an old thread - is not an accepted practice. You'd be best served by starting your own thread.
