Does anyone know where the Additional return policy details show up?
When I look under Postage and Payments > Return Policy on my listings the text I entered is not there, only the options I selected from the drop downs such as 30 days after the buyer receives it and Money Back.

It should show underneath the selected options - i.e. in the Return Policy section in the postage and payments tab, there should be two grey headings, one which has "Item must be returned within" where the selectable options are displyed, then underneath should be "Return policy details" showing anything you've typed.

That's what I would have thought too but all I see is...
The buyer is responsible for return postage costs.

Unfortunately, I can't think of a reason why it wouldn't show, unless you have business policies and created a one without applying it to a listing - if it was typed out while creating the listing, it should have been applied and appear in that section. Is the text still there if you click revise?
