Not normally, but that is not definite. However, if you make the changes to the listing you will be given a cost (which shld be $0.00) before you submit the revisions. It will say at the bottom of the listing page "Your fees so far". You can back out at this stage if you don't want to submit the revisions.
You can't make changes to your listing if there is only 12 hours (I think) left or you have a bid. Someone else may come along with a more definitive answer than but I hope that helps to answer your question.
