As a seller, how long does it take to cancel an order and can I relist the item in the meantime? Also, can a request to cancel an order itself be cancelled??

Why do you want to cancel? Has the buyer asked you to, or have they not paid?

The buyer didn't pay, (a first in my 12 years on ebay) and I maybe shoud have opened an unpaid rather than a cancel transaction case. It was opened 7 days ago, no responce from the buyer and no further instructions from ebay on how long I have to wait befoe proceeding... I dont want to relist early and get slugged with two selling fees for the same item! Any insights anyone?

ALWAYS open a non payer dispute when someone doesn't pay. If they don't respond to your request to cancel, they're sure as heck not going to respond to a cancellation request. Plus, but using the unpaid dispute, you get your fees back in 8 days and the buyer gets an unpaid strike on their account. By sending a cancellation request (which they won't respond to), you have basically let them get off scot free.
The other risk about sending a cancellation request is, if they hit the decline button, there is nothing you can do and you lose your fees. The buyer can also trash your feedback if they so desire. By giving the buyer an unpaid strike, once they get 2, they will find that the sellers that have blocks in place to stop non payers, won't be available to them. There are ramifications for not paying. They also can't leave you feedback once the dispute is closed. You also run the risk of getting a defect on YOUR account by using the cancellation option.
Set up buyer requirement blocks to stop serial pests from buying from you. http://offer.ebay.com.au/ws/eBayISAPI.dll?BuyerBlockPreferences Set the unpid strike to 2 in 12 months, then set the others to your preference.
I think it takes about 10 days before you can close off a cancellation request.

Oddly there doesn't appear to be a way to cancel a cancel transaction request which is what I'd do in this instance and then as you'd suggest, start a non payment action.

I recently had a non payment (a first), it was for a very small amount (less than $10) so I just waited to see what would happen.
It has now been a few weeks and my item has dissapeared from my "Sold" and dissapeared totally from my listings.
I suppose eBay will still charge their fees (of course) but is there any way I can find my listing?

You cannot change a cancellation request to a non paying bidder dispute....you can only do one or the other.

Only because you didn't open an unpaid item case or cancel the transaction - if you had done either of those eBay would have refunded you (automatically) the final vale fees on that sale.
