If a buyer requests a cancellation after they have bid on an item and the auction has ended do I get my fees reimbursed or do I need to go through the resolution centre and mark the item as not paid to receive my fees back?

you can do a mutual cancellation, but there are risks involved - ie if for some reason the buyer does not agree to it, then you won't get yopur fees back.
Or you do the UID process.
If the former, make sure that you get the customer to say in the PM's that they will accept/want the mutual cancellation, so that if they don't you may have some recoiurse with eBay.
But depending on why the customer wants to cancel the transaction, it might be better to do the UID, in case thei is a habit.

In the case of the buyer requesting a cancellation and then not proceeding with it then the seller will not get their fees back so therefor if this happens then you need to send Ebay the email in which the buyer asked for a cancellation as proof that the buyer wanted to cancel so then you can get the fees back.

Please think of other sellers before you offer a mutual cancellation which may or may not be agreed to and for which the buyer may or may not leave any feedback they choose.
They must have changed their mind within the last 12 hours of the auction or they could have withdrawn their bid, you don't know how many other sellers they have welched on but if they had done it just once before and then you went through the unpaid item dispute process it would trigger the block many of us have which prevents non payers from bidding on our items.
A mutual cancellation only benefits the non payer, nobody else.
