Australian/ USA free trade agreement

Hi , my understanding is that under a $1000 the buyer in the USA does not pay any import duty.

Any thoughts.

I send items regularly to the USA.

Buyers pay a State tax, depending on which one they are living in.

You can see what they pay in the order details.
