Wondering if anybody still gets these, or are they a thing of the past?
Specifically where they send you a message saying "Now you can list more" and increase your item and $ limit automatically, without any prompting.

from my experience they don't automatically increase them unless you call them and ask them even for a small increase.
In my case it was approved because i had another account with ebay, but funny thing is that the new ebay account the funds paid into paypal account are held for 21 days then released. Even though both ebay accounts use the same paypal account.
After about 30 transactions i believe your paypal holding account also gets lifted.

I've got 3 accounts that I use. I've never asked for an increase on any of them. Every now and then I get an email saying my limit has been increased, or I just noticed that it's gone up. I don't have a store on any of my accounts, so don't have the need to have 1,000's of a limit. My main account has 570, the 2 smaller accounts have 100. Both those 2 accounts started with 10 and when I linked them to my main account they went up to 35.
For whoever it was that mentioned starting a second account saw them subjected to the 21 day hold, despite going into the same PayPal account. You can ring PayPal and get them to lift the hold if your main account is in good standing. If they refuse, set the FOS onto them. You generally see it lifted within a few days. Any new accounts after that will mention funds could be held, but they aren't. It's a permanent lift for all accounts.
