Business Policies and Turbo Lister, broken and can't seem to get ebay on chat

I recently returned to ebay after some time away, and began selling again. I set up turbo lister with templates etc, and I had access to business policies (which I thought, at this point, every account was supposed to at least have access to. Didn't they begin roll out a year ago?). Anyway, the policies were set up and working, I was listing items and it was all fine. I was definitely using business policies and having them carry over to the auctions without an issue when I uploaded a listing.

I updated turbo lister in order to get it to recognise a new store catagory and when I opened it business policies were completely gone. All my auctions in turbo lister have been set to a default, and will require me to manually go through and update each one to get the details back. I do have a backup from before the update which I assume will contain the info of which policies were attached to which listings, but without TL recognising policies, restoring it wouldn't fix the issue, I need to fix my account/TL first.

I have been trying to fix this mess all morning and this is what I have found

- I do not have access to 'business policies' in the my account tab so I am assuming I should never have had them in TL to begin with? That's very upsetting because I spent a long time setting them up in TL just a month ago and while I know some sellers dislike them they suited me really well.

- I see a banner in my selling page which says 'sell faster with business policies' but it is NOT clickable in any way. Should it be? I can't find any way to opt in. I've been through all the seller pages etc and it looks like I do not have access to it, or access to opting in at all. Strange since I listed with them on Tuesday without an issue.

- If I click opt in on TL, or any of the links relating to business policies, it opens a blank notepad document with an error which says 'the filename, directory name, or volume label syntax is incorrect'

At this point my best conclusion is that I never had access to business policies, TL glitched and gave them to me but they're gone now, and I am faced with manually updating everything in TL to not use the policies (I only have 20 active auctions but I have a number of inactive ones sitting in TL). Is there any other option for me atm? Anyone know how to fix it? What if I go and do it all manually and the next time I update TL the business policies come back and wipe all my manually entered data! I can't switch back and forth constantly!

I have been trying to contact ebay all morning but their chat program keeps dropping out and saying there are no available agents when I finally make it to 1st in the queue. I dislike the phone and I know if I email them I am going to end up with someone who doesn't speak english sending me copy/paste of the help files I have already read. I have read everything there is to read and nothing seems relevent to this issue.

Business Policies and Turbo Lister, broken and can't seem to get ebay on chat

Sorry, can't help with TL as I don't use it.

Not all users have access to the Business Policies. We can only use them on 1 ID.

Yet another eBay defect.

Try revising a current listing which should be using one of your business policies and see if you can access them that way, as if they've been implemented, you will have the option to create / edit new policies and it might give you access. I don't use TL either, so I can't help with that unfortunately.
