It appears regardless of my eBay conditions PayPal seems to mostly side with the buyer regardless of who's at fault.
What do you guys think?
Ebay's Terms and Conditions overide yours, right or wrong. ๐
Have you considered following the advice above?
They are your only options at this stage.
You are lucky they returned the iPhone to you.

As they say above ^^^ . Refund lthe buyer less your costs (postage, fees etc). You have the phone and can relist. Less stress you and at least your buyer might be happy.

Paypal do not always side with the buyer, if you have copies of all emails and are prepared to provide a Stat Dec that the phone was received back in perfect working order then you should be able to win a dispute. It may take a few phone calls, one I would make to both ebay and Paypal to let them know that they may open a bogus claim, right away.
I would email the buyer and tell them you are prepared to send the phone back to them on provision of the postage cost or you will refnd the item price only less !2% to cover fees and expenses. If they tuur down both offers then tell them to try claiming through ebay or Paypal but you will figt th case on the grounds the buyer iis trying to gain money or goods by deception which can also be reported to the police.

Is this the same buyer who has left positive feedback for the iPhone 4s that sold for $150?? (during the last month?)
Hmmmmm.....
