As the title says, yesterday we had a purchase of an item and the shipping is charge at $9.99. the buyer instantly sends a message telling us that they work for Australia Post and it should cost no more than $6.90 to send from QLD to Rural NSW.
I send them a nice message letting them know that we're willing to work with them if they know a cheaper delivery service. Then cancelled their order, with a block.
They have bought another item same address and details, just different name.
Can I also refund this item.

You should not have left a -/+ FB for the buyer, buyer can simply request it be removed.
You should not have made any response to the seller, before sorting out the Neg you received with CS.
If all attempts to have the -FB removed failed, you then have the ability to make your comments regarding the buyer, as a reply to their FB.

Yes, fake positives are against the rules. You should have just replied to the buyer's feedback (under their feedback). Everybody would have seen it. Now you have just given the buyer fake positive feedback, and if they know it is not allowed, they will most probably notify eBay to have it removed.

It is better to reply to negative feedback also because new potential buyers look at your feedback as a seller more than the feedback you left for others, so if they don't look at the fb you left for others, they will just believe what the buyer said.
