So for roughly 2 months or more .. not 100% sure we randomly get buyers who have brought from us before and new buyers that can't pay for a item because eBay says "The seller can't ship to your location" or along those lines.
The buyer is australian and we are australian and offer Australia wide shipping .. Sending then a invoice lets them pay but is anyone else finding this issue ?
Just seems like eBay cant figure out which country the buyer lives in .. we have checked all the data on our end and buyers end and everything seems to be correct, no spelling issue and correct address'es and all boxes filled out as required.
Latest issue was on this item: 171904917450 but everything is set correctly ...
Any help would be greatly appreciated.

I've been experiencing the same - usually when it happens for me, it's been the last item available in a multiple-quantity listing, and the buyer hasn't purchased anything else (it seems to be fine if they use the cart, or have other items in their order, though).
I suspect it might have something to do with the new(ish) out of stock feature, where listings can remain active even when sold out. When the last item sells, I think eBay's software suddenly can't pull (or calculate) the postage on a listing with 0 available. But that of course doesn't explain it for items where the listing is still active with multiple items available, and likewise, sending a new invoice has bee the only way I've been able to resolve the problem.

Going back throught the records show that its not always a item that has had 0 stock.
Example:
One item we had 10, they brought 1 and we had 9 left, they still couldnt pay for it.. for the same issue.

Same has been happening to me for the last 2-3 months. Just another one of the bugs that ebay will never fix. Maybe it is an intentional iritant like the other ones that ebay places to discourage us small traders from selling
