Sent a few items by a Click and Send satchel on January 3 (just tracking, no signature). The Australia Post site says it was delivered on January 8 and 10:14am.
Buyer claims he has not received it. I replied to him and mentioned the tracking number so he can check and he will see it was delivered. All my click & Send satchels also mention if not home to leave a card so they can collect it at their Post office
Where do I stand with PayPal.Will they force me to refund the buyer when tracking says it is delivered?

I use two Post Offices. The main one has the view that if I have the card from the PO box then I am a keyholder and ok to collect the parcels without having to show ID. The other is an 'agency' run out of a country golf club. Hard to get away without having a five/ten minute chat each time so again, no ID needed.
I am in a country area, and I would think things would be far different in the city though.

I do... it's a reflection of what's going on inside. Just doing some reading on what may cause beady eyes and one of the causes is an overactive sympathetic nervous system (e.g. "fight or flight" response). I have some of the traits of that. Not going to wear sunglasses inside, though...

Anyway why should Lyndal tell you the name of her seller? She has acted correctly, she has told Paypal she has not received the item and Paypal has refunded her as they should. Neither you or Lyndal know if that refund was paid by the seller or Paypal, if the seller had a postcode or c&s receipt then the refund should have been paid by Paypal, if the seller didn't know or care how to make that happen it is not Lyndal's fault nor her responsibility to tell her facts she should have known”
Because, I’m bored and as such, instead of wasting my time on these boards, I decide my time would be better spent establishing an non for profit e commerce seller advocacy service and lobby group, and this seller may want to use that service if PayPal make a decision which they don’t like.

Well paypal has not yet made their decision, despite telling me they would give the seller 3 days to answer their questions. The decision is now 23 hours overdue.
I am sure the seller will find you if necessary TB.
As for whether I am happy with whatever decision is made....my paypal is funded with a Visa Debit card, so no problems.

Off topic, I fear, but TB, if you are going to set yourself up as a seller'a advocate, there is one little thing you ought to know. There is no such thing as 'mute' point - the word you are looking for is moot.

TB, I am sure you will be happy to know that paypal has decided in my favour because the seller has ignored their request for further information.

So you want to establish a seller advocacy service, why not be a bit more unbiased and help advocate for buyers who get ripped off because they do not know how to approach Paypal in a way to ensure a refund when they have done everything right too.
Lyndal's seller obviously didn't care about having to refund as they did not defend the dispute, if they couldn't be bothered to zap off a quick response with the tracking details what makes you think they could be bothered to contact your advocacy service?

Australia post mailing system including tracking , is far below par in today,s market specially selling thru ebay and using Pay pal a small % of buyers and growing , no all the requirements to screw the seller BUYER PROTECTION ALLOWS THESE PEOPLE TO SCAM SELLERS and AP unknowingly or knowing no this is a problem
until all parcels are scanned from drop off to pick up , when ever it arrives at a location , this will exist, private delivery companies offer this service , I would strongly recommend you to contact them if you send any type of amount a week like we do.
fact is my AP account went from $2500 + a month to less than $500 , we still use them for small parcels and out of way delivery's, like P.O.boxs, we had lost in the past up to 10 parcels a month , never win a claim thru Pay Pal or ebay , in the last 4 months we only lost one parcel
no claims, added up to less stress.
when you know your in the right even with all the proof , you will get the run around

Only if the seller doesn't know what their protections are. Sending by a Paypal approved method (usually registered or Click and Send) gives the seller protection. Once Paypal have the proof of postage to the buyer's address, then the seller is covered and any refund to the buyer should come from Paypal.
I have heard that Paypal may need to be reminded of that fact, but it still applies.

The buyer apologised and said he found the items he purchased of me amongst over stuff he had, means he had them all along or my have realised I wasnt gonna refund him after he asked if I had more or each I could sent him which I didnt
I guess thats one good thing to come out of today 🙂
