I am frustrated as I had a buyer leave neutral feedback, saying the pair of boots I sold her were 'brand new never worn with no scuffs'. I asked her to change it and she wont, I asked ebay to remove it and they say it does violate their policy. Problem is the neutral is a complaint that they are new!! I dont understand why they can do that and ebay not remove it - as there was absolutely no fault in the boots, they were perfect never worn. Any suggestions??

I'm interpreting that comment differently. The buyer has quoted "new, never worn" from your listing, I presume, and is actually challenging that description by saying that new and never worn boots don't have scuff marks etc.
In other words, it looks to me like the buyer is saying the boots they received have scuff marks and is missing liners.

I read it as the buyer is not happy...the items are not new, never used.
I think you are lucky that it is only a neutral.
The buyer can not change feedback unless you send her a Feedback Revision Request...I would not waste my time if I were you.

There were no scuff marks, the boots were brand new never worn with everything intact, I am definately not at fault here as I have sold alot of these types of boots RM Williams, new and used. I have asked her to explain where the signs of wear are and what does she mean by missing liners and she will not relpy.
I could understand if the boot were not new but check the pics, they were never worn!
I suppose another case of the buyer is always right regardless!!!!!!!!!!!!!! The seller has to just wear it even if they have sold genuine spotless item!!

No - I have no idea whether the boots the buyer received had scuff marks or were missing liners, and I made no judgements about anything, I just put forward the way the comment actually read to me.
If you are 100% certain that the boots could not possibly have scuff marks anywhere, even minor ones, and no other damage, then the comment may be classified as defamatory, so you can request it's removal by submitting the correct form to eBay.
