Buyers don't pay for items what can be done besides relisting the item, same item was sold twice and both times the didn't pay, I can even leave them a feedback

That is correct, you can only leave buyers positive feedback or no feedback at all
I do hope you cancelled with the reason 'buyer did not pay' so that a) you do not pay fees, since eBay consider the item is sold if you do not cancel it due to non payment
That way the 'buyer' also gets a strike against their account
And that you have added them to your blocked buyer list
Also
Have you completed sign up to Managed Payments and been verified to sell?
That way, when you get a genuine buyer who does pay, you will be able to be paid?

Why would you want to leave them any feedback? I truly don't understand why anyone would reward someone for behaving like a t.w.a.t.
Just follow correct procedure - cancel using reason "buyer didn't pay" - and their account will have buying restrictions applied. That's all there is to it.

You appear to have "sold" it once at auction for $1400 then again later for $1700. Why not split the difference, say $1550, make it Buy It Now and Require Immediate Payment - there is a box you can tick. That way the item remains for sale, and available to others, until the item is paid for. I would also suggest you review your postage costs - I would definitely be suggesting Australia Post, with appropriate extra cover, for such an expensive item. (Of course if you're prepared to cover any extra costs yourself that's your prerogative - in which case offering Free Post may be more attractive.)
Please take on board what others have already said about cancelling the previous sales correctly to regain your eBay fees, and adding the offenders to your blocked buyers list. And what sandypebbles advised about signing up to Managed Payments. Good luck.
