YOU don't have to, however if they raise a dispute with PayPal for item not received, you will have to provide proof of postage/lodgement and a tracking number. If you can't prove you posted it, the buyer wins and PayPal refunds them out of your account.

all parcels now have tracking, and Australia Post discontinued the REGISTERED POST feature for parcels many months ago. time for you to read up on ebay / paypal buyer/seller protection rules and to familiarize yourself with the many changes australia post has brought in in the last 12 months.
if your buyers pay with paypal you dont even have to 'think' about refunding as paypal will do it for you if you cannot prove lodgement and tracking.

The trouble is (as I understand it) that the seller now pays ebay a `levy` on top of the total postage amount paid by the purchaser.
So if the postage is more expensive, then ebay takes more of a slice.
eBay wants sellers to keep the price of postage to a minimum, yet imposes this `levy` on top of Australia Post postage.
Am I correct?
I have asked eBay, but so far have not had a clear answer

You are totally incorrect. In Australia, at least.
The only time eBay Australia charge sale fees on postage is if 'free' postage is offered. They DO NOT charge any fees on the identified postage costs of an item. Paypal do, but that is because they charge on the total amount of the transaction, which is logical. And legal.

How many items have you had go missing recently? Or is this a hypothetical?
Add 20c to your base prices and put 20c in a jar every time you make a sale. Fund any INR refunds from the jar/s. Go out to dinner at the end of the year with the balance.

sorry OP, I just looked at your feedback score and figured you'd have a pretty good idea about stuff and thought you were just talking about posting letters.
You can still get registered post on letters. But Putney's post had me curious and I looked at some of your listings to see the kinds of things you sell.
I'm just looking at a beer mat listing atm, do all of your listings follow a similar template? If so, it does look like you will have to update them a bit, eh? I think some of eBay's rules might have changed a bit too since you created your terms and conditions as well.
Also, may I ask, Do you find that people bid more often knowing that they will get a postage discount for placing multiple bids on an item?

You are charging more than enough to cover postage by click & send which has Paypal cover so I am at a loss to know why you would only refund if you didn't have to if the buyer paid for registered post, or more recently signature on delivery.
I have never required buyers to pay for extra cover unless the value has been over $40, anything under that I had more than enough in my 'slush fund' (a few cents from each sale in a fund to cover refunds) to pay up without fuss on the rare occasion a parcel went walkabout. Now I use click & send but still send low value items which will go as large letters without registration as I am happy to replace or refund, whichever is the most economic.
