If I sell an item on another site can I use Ebay Satchels and C&S if a buyer pays with Paypal. In other words can I manually enter an address use a 3kg Ebay Bag pay it with Paypal.

eBay and C&S are two different entities.
Anyone capable of forming a legally binding contract can use click and send - it's an Australia Post thing, not an eBay thing.
eBay WANTS you to use their satchels (even for granny's scarf) you've bought and paid for them (from Aus Post) AND they have their advertising all over them! You're paying them to advertise their product for them!
and Australia Post - uh huh *nods* they want you to use and pay for their *cough*service*cough* as well! By you processing Granny's Scarf through C&S rather than at the PO, you're saving them time and money - you're cutting down THEIR costs! You're ensuring that it is an AP employee/contractor who delivers your parcel, rather than a competitive courier business (hence why they don't offer C&S for letters, cos they already have legislated monopoly on that service) (Plus they don't have to give you a satchel for FREE, cos you've paid for these ones which have not only their advertising on, but their client's as well!), So trust me when I say this, Aus Post want you to buy the satchels that eBay probably pays them to advertise on, and use them.
Think of these satchels like a designer handbag, both entities want you to flaunt it EVERYWHERE! They want you to not only use their services (and pay for them), but they want you to distribute their advertising merchandise for them.
On reflection, I'm actually a bit surprised that PayPal don't have their little advertising blurb on the satchels too!
