I have had a number of new buyers, who did not pay, did not answer messages etc. Believe these accounts to be counterfeit. Is there any way a seller can block buyers with, say less than 10 feddbacks on there account?
Any help would be appreciated.

Yes you can. You can block buyers that have strikes ( non payers ) in a certain timeframe. Go into your settings and you can find it there.

you cannot just block someone because they have less than 10 feedback.... gosh how many fb did YOU have when you started buying.
However, you can block serial non payers as pointed out already.

If you go into " buyer requirements" in settings, you can block bidders with less than a certain number of feedback scores, who have not had their accounts verified. I have my settings set to buyers with less than five feedbacks who have not had acounts verified. This blocks most scammers and fake account trouble makers. This is the closest thing to what you need that I know of.

You should never block buyers based on their feedback score , Many of my customers have feedback less than 10 and have been Ebay members for years. They just haven't found what they were looking for at the time. Low feedback score does not translate into Non Paying Bad Customer.... Id rethink

Your comments regards not blocking low feedback buyers have some merit. I get a lot of low score buyers too and they actually make up a very noticable % of my sales. The ebay system of blocking low feedback scores who HAVE NOT had their accounts verified is actually probably one of ebays good protections for sellers as it weeds out the scam artists and fake account holders. ( which was the OP,s concern ) There is a big difference between genuine low feedback score buyers and false accounts set up for scamming or interfering with a sellers account.
OP - If you have concerns you are being targeted by counterfiet account bidders, block bidders with low feedback scores who have not had accounts verified ( in "buyer requirements," in settings I think from memory ) As Ausie picker has noted you will cull out some genuine new ebayers this way though.

OK .......... just had a look and here are the steps to block low feedback buyers who have not had their accounts phone verified. Go to "account" tab top left of most pages. Click on this and "your account" menu comes up on LH side of page. Scroll down to "site preferences". once you click this your settings appear. Scroll down to "buyer requirements" half way down page and you will find the details to edit your preferences to block buyers with low feedback scores who have not had their accounts phone verified. Good luck.

I have quite a few low or 0 feedback buyers. I have all the blocks in place to block those that aren't phone verified. I've only had issues with one buyer who had 6 feedback, Im not sure what happened with her. She sent me a message 2 days after purchase asking if there was some way she could pay other than PayPal. I said that I also accept bank deposit and went through the steps on how to pay that way. I also took her through the steps of paying by credit card via Paypal.
I went on to tell her that if she is going to continue buying, she probably should open a PayPal account as bank deposit doesn't have buyer protection. In the event that something went wrong, she wouldn't be covered and if her seller wasn't the most honest person, she could lose her money. I pointed out that having a PayPal account doesn't cost her anything and if there is no money in it when she wants to buy, then the money will come from her linked account, whether that be her bank account or credit card. She replied thanking me, then I never heard from her again. She now has a non paying strike.
All the others have been great. They pay almost instantly at the end of the auction. One I had to tell to stop paying until they had finished buying (they had bid on quite a few things), so everything could be sent together. A few times I've helped them out with payment and setting up PayPal accounts and whatnot. They are all extremely grateful that I took the time to help them. Some have become repeat buyers.

Blocking low feedback buyers that do not have verified accounts has saved me from a couple of repeat non payers who were blocked by my other blocks in place for non payment.
Had one several months ago that was initially blocked for non payment and then tried to guest purchase the goods via several different zero feedback IDs (maybe generated through guest checkout) failed fortunately.
A non-verified buyer that has been blocked due to the verification requirement only needs to link a paypal account or have a phone number verified to purchase goods.
The requirement is not onerous - takes 1 minute to verify a phone number - if a buyer has a problem with having to verify their account then I have a problem selling to them

I agree that low feedback buyers are not usually a problem. I have the phone verification block on my private account, but this sells things that attract quite a few "wallies". Mainly vintage car & motor cycle parts, etc. and dont get me started on old Holden fanatics ( I cringe every time I list a juicy, classic Holden part as there is something very "special" about old Holden fans .... ) The blocks have done their job on this account as I get quite a few non payers blocked as well as unverified accounts.
I dont have any blocks on the stores at all and get lots of low feedback buyers. Most are very genuine, although quite a few need some help with the processes, payment etc. This is not a drama as I am happy to assist if possible. I try to communicate a bit more with the new buyers, thanking them for their purchases, welcoming them to ebay and letting them know when an item has been mailed etc. This way they seem happy to contact me and sort any little problems, arrange payment by direct credit if their paypal accounts are not up and running yet etc. I think the paypal thing can cause some non payments by newbies as it seems to take a week or two for many to get their accounts working.
