Can I offer free postage if buyer spends a certain amount?

Is there a way to automatically have eBay calculate free postage when a buyer spends, say, >$10 in my store?

It all looks good for me.

My heart skipped a beat when I saw you post worldwide, but when I select another country the "free postage" message goes away from the page. So I'd assume it is only showing for Aus customers.

My sales (i.e. markdowns) all vanished after I changed the postage and I can't redo them for 7 days, unfortunately. Also can't update my store logo/description but that's another issue (which eBay says is a known problem right now).
