eBay stopped supporting it last June. If you've got it, it supposedly still works, though that would be only until the next major change to eBay. If you haven't got it, it won't install, I believe.
I stopped using it and now just use drafts. Seems to work and slightly less work, although I can't set listings up months ahead of when I'm going to use them any more.
The other advantage of TL was to have access to old listings pretty much forever, but I keep the info to recreate my listings on my computer. Something I recommend.
