I was wondering if an Australian Customs Declaration Number be tracked?
That's the only proof I have of an item been posted to a scammer in Canada who claims not to have recieved item.
He has scammed others, he specifically request and insists you send your item namely gold or silver bullion by regular standard post and then claims not to have recieved the item(s).
I got in touch with 2 others who have sold to him also only to find he's used this method of scam on them also, then opes up a paypal dispute where your account gets frozen and without a tracking number they genarally rule in the favour of the buyer.
So for all would be scammers, there's the loophole you've loking for to scam unsuspecting sellers like myself, which I dont condone in anyway by the way.
I need to prove somehow that my item probably left Australia and even better that it made it through Canada Customs and even to Canada Post somehow, if anyone has an ideas, please let me know ASAP.

We once had a customer in France who tried this trick. They would buy an item, wait a certain timeframe and then claim the item had not arrived. On the 1st item we sent them we had used registered service and so paypal ruled in our favor but many months later they brought again using a differnet Ebay account but same name which I had only discovered when they started a Paypal dispute. In this case however we had only used regular airmail. I contacted paypal and told them how this guy had done the same tactic a few months previous and although this item had gone by regular airmail it appeared he was a serial scammer and could they investigate that possibility. In my case they did and again this joker lost the case. So point being if this Canadian dude is scamming many then Paypal will be able to see how many claims this guy has put in. Definately worth a call to Paypal and let them know what you know about his/her recent purchases and claims.

Thanks for your reply manyhills, I've told both paypal and ebay and even wrote to them an in depth letter explaining in detail dates and events using previous witnesses who have also being stung who are prepared to back my story up with their experiences etc and yet paypal just go on about their policies and that they are currently investigating but if I cant prove I sent item with his details then there's a strong chance they will rule in his favour.
I keep you posted on how it goes.
