I don't sell outside of Australia and all my listings clearly state that, unless of course you don't speak English which itself becomes the problem.
Occasionally I get the odd foreign buyer (yes I should change my settings) who ignores that and purchases anyway.
So it just happened then and I decided to cancel it immediately and followed the process and got this message:

If there is a postage amount (which there shouldn't be if no international postage was offered), you can send an invoice with an obscenely ridiculous amount, like $8,000. No-one would pay that for shipping. If they did, you could hand deliver it!

If the buyer agrees to cancel the transaction, this case will be automatically closed and you will receive a Final Value Fee credit. ![]()

Curious, I've never seen that appear after any of the cancellations I've initiated The only thing mine ever say is "we've emailed the buyer to let them know you want to cancel" or some such, and then a note about the buyer confirming a refund if they paid. o.O
I wonder if it's because the buyer is OS? (I've had a couple of international transactions, but only by special request so I've never cancelled one).

I've never had that come up before either DG.
You may be right about the fact that it is beacuse it was an overseas buyer.
I just assumed it was a new system due to eBay's recent "tinkering".

This is something that has just happened to me, so I came here searching for answers.
Im not a regular seller, I probably buy more than I sell.
The buyer is from the USA with zero bids.
Its on my listing that I only post to Australia so Ive emailed the buyer to ask if they will remove their
bid because of it. Havent heard back yet.
So reading the above info, if I just let it the auction run its course the buyer won't be able to complete
transaction due to shipping charges not being included and it'll go to UID?
I won't be charge ebay fees?

If you are sure the buyer is in the US, why not just cancel the bid? Saves a lot of stuffing around having to wait for an UPI or open and close. If no-one else bids, it will just relist.

Why did you end the listing? All you needed to do was cancel the bid and leave the listing active. If you keep ending listing with bids on, eBay will get upset and start charging you fees on the item that didn't sell, same as if you did sell it. In future, just cancel the bid, not the listing. You probably should set up your buyer requirements to block people in locations you don't post to.
