Is there a way to offer capped shipping rates for multiple purchases? I thought it might be possible through the promotion manager but it appears not.

Yes, you do it via the promotional postage rules (in site preferences - the last option in promotional postage, "spend no more than X for postage on a single order"). Promotional postage rules do appear on listings with the banner etc to encourage people to use the cart, though.

I've been using that method for some time and it works fine providing each listing has the maximum shipping promotional rule.

Not sure what you mean by "maximum shipping promotional rule"?
I turned on the feature that lets buyers combine purchases, it said I needed that to be on to use promotional postage. Then I set up my capped postage promotion and added a tick to the box to use my promotional postage rule on each of my postage profiles. I am assuming that if the total postage is less than the cap (including free postage?) it charges the actual total, but if it goes higher than the cap it charges the cap. Is that right?
DG, I can't see a promotional banner on my listings, did you say there should be one?

It looks like I may have misunderstood the info - sorry about that.
I have seen promotional postage rules displayed with banners the same way discount promos are featured and thought it applied to all types, but double-checked the details for the postage via Promotions Manager and it actually says "If you already use certain types of promotional postage rules, Promotions Manager will automatically merchandise items that qualify for your promotional free postage offer."
Then they give two examples of promotional postage rules, both of which result in free postage after a certain spend, so I suspect it will only display that way if it's a free postage rule.

No problem, when I clicked on Details next to postage, it comes up at the top of the box so I guess I've done it right. Guess that will have to do, might put a note in my storefront as well. Is it like the other promtion types, they have to use the cart?

Not as far as I know - mine have always applied when buyers BIN'ed individually and then went through checkout (I use flat rate postage rules now, but I have used a postage cap in the past, before the cart was introduced, so I would think it still functions the same way).
