I have a customer that has put multiple items in his cart but it doesn't show where he can request and invoice.
My shipping preferences show I can send invoices.

Your customer will need to use a desk top device, go to cart, top RH corner click on "request total" then click on "commit to buy" .

Or maybe use the actual website through their phone / tablet - not the app.

That may not help, as many devices default to the mobile site which has different layout, design and options than those available on the classic site.
Not too many would know they have to change their device settings to block access to the mobile site, and even less would know how to do it.
