Charged advertising fee on cancellation due to buyer error

Hi I'm a first time seller, trying to sell a Nintendo 2DS at a price of $180. I agreed to promotional ad fees to be deducted from the total sale. I listed options for both delivery and local pickup in the ad. A buyer bought the item at the agreed price a few days ago under local pickup, however I have learnt that he cannot pick up the item, he lives in a different state. 

 

I don't see any option to switch the delivery method. So I'm trying to cancel the order, I did this under reason: Issue with buyer's delivery address. However Ebay is calculating the refund as $180 - $24.42 fee credits = $155.58. I only have $137.76 in on-hold funds in my Ebay account as that is the total price - the fee credits - the ad fee ($17.82). Ebay is requesting I pay $17.82 upfront to cover the difference between $137.76 and $155.58 so I'm paying for the ad fee even though the item isn't being sold and I have to relist. 

 

Is this the right process? and is there anyway for me to avoid this as it wasn't my fault as the seller that the buyer picked the wrong delivery method and I have to cancel the order on his behalf?

Promotional fees are deducted at the time of sale, so of course the amount on hold is less than the refund amount... and yes, it's perfectly normal that these fees are paid immediately. If you don't have available funds in your account to cover the promotional fees, eBay will deduct from your chosen payment method.

 

If you cancel the transaction because of an issue with the buyer's address, along with FVF the promotional fees are also refunded. 

 

At the end of the day, it's cost neutral to you, the buyer gets a full refund, and eBay gets nothing.

You can also choose: buyer requested cancellation, with same outcome (fees returned)

As far as I am  aware, the promotional/add fee is not refundable

Yes, standard promotional fee gets refunded

As far as I'm aware, it is fully refundable. My own personal experience is that it has been refunded in full on each and every every occasion

Must be another ebay change,  it used to explicitly state that promotion fees were non refundable.
