The MBG wording is a little ambiguous. As I read it damaged in post is not covered only when the buyer arranges delivery.
Not covered:
"Items damaged during pick-up or postage or not delivered when the buyer arranges pick-up or delivery of the item (for instance, the buyer arranges freight)."
In the FAQ it is clear eBay considers damaged in post as 'not as described'
