Good morning,
I am new ebay seller and have created a grafic header and footer for my item description. I am having difficulties getting the description to look the way i want.
I would like the text not to exceed the edge of the header and footer.

as a quick fix, I merged the text into the grafic for the item linked below.

this image tho is sqaushed on mobile screens also.

The pic is not showing at all in your item description.
I would recommend keeping your description as text only and keep it short and simple. A lot of buyers use the eBay app on mobile devices so it is best if it is easy to read. Many don't even read the description!
Use lots of good item pics and relevant keywords in your listing titles and Item specifics so buyers can find your items.

Off topic, but you need to have in your listing "does not post to WA or Tasmania" and have blocks for buyers in those states because of quarantine restrictions.
I'm not a seller so I don't know how to activate those blocks.

Go and have a look at I-Ways:
They are ok for simple layouts and eBay recommend them.
You can view the results as you fiddle in mobile and desktop views
