Too many buyers now seem unable to request a combined shipping invoice, and I am losing sales over it.
This appears to have started about 18 months ago, and is getting worse for me.
There appears to be no good way to adjust my settings to account for this, given my diversity of stock. I cannot offer free postage due to the high proportion of international sales (40%), and I do not wish for them to pay both domestic and international.
I now offer to refund excess postage when the request is made, via messages.
Some take the offer up, others withdraw from buying.
The ways that seem to prevent me issuing an invoice.
1 If I am running a promotion ( markdown)
2 If buyer has opted for paypal express payment
3 If buyer uses phone app.
4 If buyer has the 'wrong' account settings
5 Other indecipherable reasons.
Any ideas?

I can't answer your question, but just wanted to add I have the same issues. It seems to work for some buyers if they place the items in the cart prior to requesting a combined invoice, but not all. And there appears to be a definite link (to being unable to request a combined invoice) if the buyers are using a mobile phone rather than a desktop.

I sympathise with you and hope someone in eBay's vast organisation will come to our aid as I too am having difficulty in raising an invoice, The page will not allow me to make adjustments in the postage or add/discount fields.
Ebay we are losing sales and you are losing money too,
If you want us to increase sales so you can make more millions then a little bit of customer service in resolving this problem would be appreciated instead of all the junk .promo emails cluttering up my inbox

I am not sure if this has anything to do with your problem but it does seem as though it might.
For a number of years it has been difficult to get a combined postage invoice when buying through the Cart. Even when the seller expressly says they give discounted postage there is an ebay message that the seller does not offer combined postage. No amount of messaging the seller ever did any good....the seller was adamant that their system was set up properly to give the discounted postage if asked.
On Tuesday I bought a number of items through the cart and requested a combined postage invoice in line with the seller's written terms but lo and behold the request could not be sent and the "delightfully rude" message from ebay was that combined invoices are not allowed when the seller has Immediate payment activated.
I followed through and found that the seller's items were indeed listed as immediate payment but they did not realise it and did not want it. So once again ebay strikes to the detriment of both buyers and sellers.

your BUYER may have opted for immediate checkout without realising it.
Here's the steps they may want to take to remove the automatic payment checkout:
1.Go to My eBay.
2.Click Account
3.Select Personal Information
4.Scroll down to Financial Information
5.Click Remove on the right side of Checkout saved payment methods.
