I haven't heard of there being anything like that so far - the Aus version was only very recently introduced, with them sending out boxes of tape to some sellers, plus promo emails to announce, but there's been no mention of discount coupons in any of the marketing materials I've seen so far.
TBH I wouldn't be surprised if eBay Aus decided not to do the same here.
