Do free listings still happen for stores?

Around a year ago, I was selling a lot of cheap items on eBay for about six months. There used to be free listing offers (thousands) every two weeks or so.

Does this still happen? I've browsed a few pages of the discussion forums and it seems it doesn't happen as frequently anymore. Is this correct?
