It's about 18 cm long, both ends screw off and has three round plastic circles on it.

Haha what I meant it was was a curtain ring holder that the curtain man has all the spare rings on and perhaps carries it in his tool box haha

No, I think it's an actual fancy curtain rail, there are pictures of similar in google images, used for alcove type windows, and the ends screw off so they can slot into fancy doodahs at the end, set at right angles to the rail, then they would be screwed back into the doodahs from the other side.
