Is the deduction pending? That's the amount they usually deduct to verify a card, and usually happens when you add it to an account (i.e. say you register as a seller and put the card details on file with eBay, they'll basically 'ping' the card with a $1 deduction to test that it's a real card, but it will eventually be reversed so they don't ultimately keep the $1).
