I have been experiencing this issue for several sales now and it is usually with overseas sales.
When selecting the option that buyers pay the postage calculated by their location. Ebay is charging them less than what the actual cost is to post the item to them. So I have left to make up the shortfall which can be as much a $50 which is ridiculous. It is as if they haven't updated their rates on the charging end but only on the label end of the system.
Has anyone else experienced this?

As a matter of fact, I over estimated the weight and dimensions of the parcel as a precaution in the listing. 3kg instead of 1kg actual weight and parcel size that is 1.5 times the dimensions of the item. Still, Ebay charged the buyer less than the cost of the actual 1kg actual weight and actual dimensions of the parcel. I am going to just list fixed postage costs from now on.

Why would they undercharge for anything when the higher the charge, the greater their cut? That just doesn't make sense.
The postage charge is calculated by eBay using the measurements and weight the seller provides. I have never been charged more by AP than calculated by eBay.
Are you perhaps forgetting that eBay deducts fees from the total amount - including postage?
If you are in fact experiencing an eBay glitch which is causing you financial loss, then it needs to be identified and rectified. I'd get onto their chat right away and provide them with proof of your allegations. You may be entitled to reimbursement.

Perhaps just take a look at how many have opened a question of this.
Why trust anyone to quote your posting - ie shipping - for you - when you can simply take it to the PO - get a real figure.
Can be done when posting something - take along the item boxed or whatever - get a quote.
Then list.
First things first.

Why bother creating extra work for yourself. What's wrong with using your own scales and measuring tape like I've advised? With a postage calculator and postage rates clearly displayed on the AP website, I don't see the point in making an additional unnecessary trip to the P.O..
As for getting a quote, most people don't possess the ability to accurately predict the delivery address of their future sales.

Firstly - what unnecessary trip to the PO are you referring to when I literally stated - when posting an item - take the other item - intended for listing - boxed or whatever - along for a quote.
OK that makes one trip - and the ability to list postage at what you are willing to charge - given fees & packaging.
Extra work for yourself - LOL - is trying to accurately measure - weigh - etc etc - when an actual quote can be obtained.
As for delivery address for any sale - most cost the same - whether domestic or international - they only differ iternationally by Country Zone.

I think this issue is your ebay Business Policy - have a look under Business Policy - that's where you most likely find your problem - get rid of automatic postage business policy and do your postage manually without a policy, and enter manual postage costs - your problem will be fixed.

Not at all, this is before the fees are deducted. Like I said, Ebay charged the buyer $35 for postage. I overestimated the weight by 2kg (3kg instead of 1kg) and put in the dimensions for a larger than necessary box. Yet, instead of charging the buyer $88 postage fees, they charge the buyer $35 while the charging me $88 for the label to ship the item to the buyer. Even if I reduced the weight o 1kg, the shipping cost is still $48 from either AP or Ebay postage labels. So they are undercharging the buyer. I cannot not put in a carriage service (to prevent the automatic postage charge) when setting up the auction advert nor will overestimating the postage help as I have done in this case.
